Economic Development/Participation in the Global Economy

Volunteer Sara Hanks (seated, center) with her class on corporate governance, Uganda

ACCORD: ISLP is working with the African Centre for Constructive Resolution of Disputes ("ACCORD") to develop and implement a pilot program to train government officials and lawyers from the Southern Africa Customs Union in the substantive law and skills required for effective participation in bilateral and multilateral trade negotiations. ISLP will provide three highly experienced volunteers from the United States and three from outside the United States to participate for two weeks in this program. ACCORD will provide six African lawyers and government officials to work as co-instructors with the ISLP volunteers. ISLP volunteers will be asked to provide ongoing counsel via the Internet and telephone and to undertake at least one additional training program in a subsequent year.

Brcko Law Revision Commission: A New York State Supreme Court Justice, prior to his appointment to the bench, provided extensive legal assistance to the Law Revision Commission for the District of Brcko in the former Yugoslavia. Acting upon a request from the U.S. Ambassador to Bosnia-Herzegovina, the ISLP volunteer conducted an extensive in-country investigation and submitted to the Brcko government a report with recommendations on the legislative steps needed to establish an appropriate legal infrastructure that would permit and encourage economic development, investment and job creation in Brcko. His recommendations were based on a review of the legal structure of Bosnia-Herzegovina and Brcko, as established by the Dayton Accords, and on certain laws and proposed laws of the Serbian Republic and the Federation of Bosnia-Herzegovina.

International Law Institute - Uganda Campus: ISLP is working with the International Law Institute ("ILI") to provide experienced volunteers to conduct seminars and trainings for ILI's Uganda Campus. In their first collaboration, three highly experienced ISLP volunteers are conducting one-week seminars in the summer and fall of 2003 on corporate governance, competition policies and legal issues in e-commerce. ISLP is also working with ILI to develop new courses through ILI's Washington, DC campus, beginning with a corporate governance course in summer 2004.
